WHEREAS, SEXUALLY ORIENTED BUSINESSES REQUIRE SPECIAL SUPERVISION IN ORDER TO PROTECT AND PRESERVE THE HEALTH, SAFETY, AND WELFARE OF THE PATRONS OF SUCH BUSINESSES AS WELL AS THE CITIZENS OF THE COMMUNITIES WHERE THEY LOCATE
